The fees are calculated using assumed packaging volumes in the Swedish market in FTI’s collection scheme, collection costs based on forecast collection volumes, recycling costs and revenues based on forecast collection volumes and estimated prices for recycled material. The principle is that every type of material should bear its own costs, with no cross-subsidization between the categories. Every type of material is handled competitively neutral.

Packaging fees
Recycling should be equal. Agreements should be transparent and fair. That’s why all producers who are affiliated with us pay the same amount for their packaging. FTI is a nonprofit organization – the fees you pay are used to increase recycling rates in Sweden.
The collection and recycling of packaging is financed by packaging fees. Every type of packaging should bear its own costs, and that’s why there are different fees for each type of material.
The costs for collecting and processing packaging from a small producer are the same as from a large producer. The fees are non-negotiable.

Fees for 2023
All producers pay an annual fee of SEK 1,500, which includes The Green Dot license fee. Packaging fees per reported kg are additional. All prices are ex VAT. The minimum total amount for a producer is SEK 2,000 per calendar year. This amount includes the annual fee, The Green Dot license fee and packaging fees.

In 2021, our packaging collection hit a new all-time high – for the tenth consecutive year – and together with our owners (Returkartong, Svensk Plaståtervinning and Metallkretsen), we collected and recycled more packaging than ever. This is one of the reasons why we don’t need to raise the fees for paper, plastic and steel packaging for the coming year, and why the fees for aluminum will be lowered.

Differentiated fees are driving progress
Differentiated fees mean that you pay a lower fee for packaging that is designed for recycling, compared with packaging that is difficult to recycle. The aim of differentiated packaging fees is to reflect the actual cost of recycling. In that way, the fees provide an incentive for producers to design packaging that is easier to recycle. Producer responsibility is a statutory obligation. Producer responsibility is based on the Polluter Pays Principle (PPP). The Swedish packaging collection and recycling scheme is based on producer responsibility. The basic idea behind producer responsibility is to reduce the amount of waste, but also to ensure that any waste that is generated is recycled and used to make new products.

The collection scheme is mainly financed by the packaging fees paid by our affiliated producers. We are a non-profit operation and do not distribute any profits to our owners. The cost of collection and recycling should have the least effect possible on the price of the goods.
